Is possible that i misunderstood you! I thought that you want to include the PHP line to display the button in oc-admin, that is not possible.

Yes it is, because I don't know there is a button on admin bulk (is it hiding somewhere?)
But actually it is included. 
If i remove the button in user-item. is the move on top button still available in admin bulk?
